McCarty passes the Kentucky bar

HUNTINGTON -- Huddleston Bolen attorney Cindy McCarty has been admitted to the Kentucky Bar. McCarty, who practices in the firm's Huntington office, has been a member of the West Virginia bar since 2003.

McCarty is a senior associate at Huddleston Bolen. She represents natural resource and energy clients in mass tort litigation, commercial litigation and personal injury defense. She also has experience in regulatory matters before the West Virginia Department of Environmental Protection, the state Surface Mine Board, and other regulatory agencies and administrative boards. She also has represented clients in "deliberate intent" actions, involving significant issues of OSHA and MSHA compliance.

McCarty is a frequent participant in seminars on oil, gas and mineral law, and also is a co-author of the West Virginia section of the "Products Liability Desk Reference, A Fifty-State Compendium," printed annually by Aspen Publishers.

A native of Hager Hill, Kentucky, McCarty received her bachelor's degree in international relations in 2000 from Centre College in Danville, Ky., and law degree from the University of Kentucky College of Law.

Frazier named director of behavioral health services at St. Mary's

David Frazier will be the new director of behavioral health services at St. Mary's Medical Center. Frazier has more than 15 years of leadership experience in both behavioral health and medical management, and previously held positions as clinical research program coordinator, director of adult crisis stabilization and director of assessment at other medical facilities.

Frazier earned a bachelor of science degree in psychology from Eastern Kentucky University and is working to finish a master of social work degree at West Virginia University's Charleston campus. He is a member of the Society of Research Administrators and the Society of Clinical Research Associates.

As a former petty officer and hospital corpsman with the United States Navy, Frazier participated in Operation Desert Storm and Operation Teamwork in the Arctic Circle. He and his wife, Lisa, live in Kenova and have four children.

Hood joins Valley Health-Southside

HUNTINGTON -- Valley Health welcomes Ob-Gyn specialist Dr. Ellie Hood, M.D., to its Southside location, where she will offer women's health care services.

Grossman joins River Park Hospital

HUNTINGTON -- River Park Hospital has hired Dr. Nancy Grossman, D.O., to its psychiatric staff. Grossman relocated to the Huntington-based hospital in June following her experiences working at the facility as a locum tenens physician.

River Park is a 165-bed behavioral health facility for children, adolescents and adults.

Grossman comes to River Park Hospital, a Psychiatric Solutions, Inc. facility, from Florida following several years providing locum tenens services through Texas-based Staff Care. She joined the facility on a full-time basis -- coming out of a partial retirement -- due to the solid relationship established with the staff and community.

Grossman will be working primarily with River Park Hospital's adult and geriatric populations. She was previously the outpatient psychiatric director for Hackettstown Regional Medical Center in New Jersey, where she also operated a full-time private practice for nearly 12 years.

Grossman has worked in the psychiatric field for more than 20 years. She received her doctor of osteopathic medicine from the New York College of Osteopathic Medicine and completed her residency in psychiatry at the University of Medicine and Dentistry of New Jersey.

Germani, Reaves join Holzer Clinic

Also an accomplished violinist, Reaves lives in Jackson, Ohio, with his wife, Lisa, an ophthalmologist at Holzer Clinic, and their two children.

St. Mary's hires James for spine center

HUNTINGTON -- St. Mary's Medical Center has hired Dr. Randall H. James, D.O., a physical medicine and rehabilitation specialist for its Regional Spine Center.

James specializes in spine and musculoskeletal disorders. At the spine center, he assesses patients with back and neck problems to determine their specific treatment needs and the best approach to their care. James provides treatments, such as diagnostic studies, manual medicine, acupuncture or massage therapy. He also refers patients to other specialists within the spine center, including a pain management physician and the region's most experienced neurosurgeons.

He received his doctorate of osteopathic medicine degree from Western University of Health Sciences in Pomona, Calif.; his master of arts in sociology degree from the University of Hawaii at Manoa in Honolulu, Hawaii; and his bachelor of arts degree in anthropology and psychology from the University of Kentucky in Lexington, Ky. Cardiothoracic surgeon joins King's Daughters

ASHLAND -- Cardiothoracic surgeon Dr. Juan MacHannaford, M.D., has joined the medical staff at King's Daughters Medical Center. MacHannaford comes from the Cleveland Clinic in Ohio.

MacHannaford completed an endovascular aortic fellowship in 2009 at the Cleveland Clinic. From 2004-2007, he completed a cardiothoracic surgery fellowship at Rush University Medical Center, Chicago. He is a 1999 medical school graduate of the University of Illinois and continued his medical education with the completion of both an internship (2000) and a residency (2004) at the University of Illinois/Metropolitan Group Hospitals in Chicago.

Corps of Engineers employees earn license

HUNTINGTON -- Two engineers from the U.S. Army Corps of Engineers, Huntington district have recently passed the exam to become Registered Professional Engineers (PE) in the state of West Virginia.

Todd A. Griffith is a civil engineer, Soils Engineering Section, Geotechnical Branch of Engineering & Construction Division. A native of Beckley, W.Va., he received his bachelor of science in civil engineering from West Virginia University and his Master of Science Degree from Virginia Tech.

Elijah Laramee is a civil engineer, Structural Section, Design Branch of Engineering & Construction Division. A native of Mt. Hope, W.Va., he received his bachelor of science in civil engineering from West Virginia University, Institute of Technology.

Feinberg takes on new role for School of Osteopathic Medicine

LEWISBURG -- The West Virginia School of Osteopathic Medicine has hired Dr. Gail Feinberg, D.O. as regional assistant dean of the South West Region for the school's Statewide Campus Program.

She will be based out of the Huntington and Ashland, where she will serve not only as a liaison between the school and third- and fourth-year medical students performing clinical rotations in that area, but will also work on developing curriculum, insuring quality clinical rotations, and securing additional clinical sites and rotations for students. She began her duties on June 15.

Feinberg still serves as director of Medical Education as well as director of the Family Practice Residency Program at Our Lady of Bellefonte Hospital in Ashland on a part-time basis. Previously, she served as medical director at Trinity Station extended care facility, and assistant clinical professor of Family Medicine for the West Virginia School of Osteopathic Medicine, Pikeville College of Osteopathic Medicine and Marshall University School of Medicine and School of Nursing.

Feinberg earned a bachelor's degree in psychobiology from UCLA in Los Angeles, Calif. Later, she earned her doctor of osteopathic medicine degree from the College of Osteopathic Medicine of the Pacific. Feinberg is also continuing work on a master's degree program in Medical Education through the University of Cincinnati.

The Los Angeles native has been married for 26 years to Dr. Howard Feinberg, D.O., who is rheumatologist with a practice in Ashland. They have two grown children, Cheryl and Kimberly.

Cross honored by Railroad Retirement Board

Donna L. Cross of Barboursville, a claims and program representative for the U.S. Railroad Retirement Board's Huntington field office, has been honored with an RRB "Award for Excellence."

The award, the most prestigious granted by the agency, was given in recognition of Cross's contributions toward meeting the mission of the agency, and for the excellence she brings to public service.

An independent federal agency headquartered in Chicago, the RRB administers the over $10 billion-a-year benefit programs provided under the Federal Railroad Retirement and Unemployment Insurance Acts, covering the nation's railroad workforce and their families.

Cross resides in Barboursville with her husband, Michael. They have one grown son, Jacob.
