Ruby to head up marketing for W.Va. Commerce Department

CHARLESTON -- Chelsea Ruby has been hired as the West Virginia Department of Commerce's director of marketing and communications.

Ruby just completed her duties as the executive director of the West Virginia Sesquicentennial Commission, where she oversaw the state's 150th birthday celebration at the state Capitol. Since 2012, she has served Gov. Earl Ray Tomblin's administration as the special assistant to the director of communications. Prior to working in the governor's office, she worked for the Department of Education and the Arts.

The Department of Commerce's Marketing and Communications Office provides support to 10 agencies under the Department of Commerce umbrella.

Williams named president of Lawyers for Civil Justice

HUNTINGTON -- Lawyers for Civil Justice has elected Marc Williams, managing partner of Nelson Mullins Riley & Scarborough LLP's West Virginia office, as president. The organization is a national coalition of defense trial lawyer organizations, law firms and corporations that promotes excellence and fairness in the civil justice system. Williams took over as president during LCJ's Annual Meeting, which took place in May in Washington. He will lead the organization through May 2014.

Based in Washington, Lawyers for Civil Justice has a 25-year history of working with state and federal courts, Congress and state legislatures on legislative and procedural reform that is designed to make civil litigation more efficient and fair. The group's activities in the areas of e-discovery, class action reform and improvements to the Rules of Civil Procedure and Rules of Evidence make it a leader in the field of civil justice reform.

Currently, LCJ is engaged in the advocacy of a wide array of changes to the rules that govern civil litigation in the federal courts. The organization regularly works with the Federal Rules Committees, Congress, start bar associations and state legislatures on issues regarding the fair and efficient operation of the civil justice system.

Williams has had first chair responsibility for more than 100 jury trials and appeals in his career. His practice focuses on class actions, mass torts, product liability, toxic torts and commercial litigation.

Three other Nelson Mullins attorneys have served as president of Lawyers for Civil Justice: Ed Mullins, Steve Morrison and David Dukes. Those three also have served as president of DRI -- The Voice of the Defense Bar, of which Williams served as president during the 2008-2009 term. That is a 23,000-member international organization of lawyers and corporate counsel who defend the interests of businesses and individuals in civil litigation. Williams currently serves as chairman of the DRI Center for Law and Public Policy. He also serves as vice president of the National Foundation for Judicial Excellence.

Gore certified by college of health care administrators

HAMLIN -- Michael D. Gore, executive director for Lincoln Nursing & Rehabilitation Center, was awarded professional certification by the American College of Health Care Administrators.

To become a Certified Nursing Home Administrator, Gore had to have at least two years of experience as an administrator, have a current nursing home administrator license and have completed 40 clock hours of continuing education in the two years before taking the certification exam. He also serves as the president of the West Virginia Chapter of the organization.

Founded in 1962, the American College of Health Care Administrators is devoted to meeting the professional needs of today's long-term care administrators.

Lincoln Nursing & Rehabilitation Center is a 60-bed skilled nursing, rehabilitation and long-term care center. The center recently won the Excellence in Action Awards for employee satisfaction levels in the top 10 percent in the nation.

Goldy named Shafer's salesperson of month

HUNTINGTON -- Goldy Auto of Huntington has awarded its the Salesperson of the Month distinction to Dustin Shafer for outstanding sales for the month of July.

Shafer is a resident of Ashland and has been a member of Goldy Auto's sales team since April 2013. Before entering into the automotive business, he was drafted by the Chicago White Sox in 2003 but decided to attend college instead. He attended St. Catherine College and then signed with the White Sox in 2004 and played in the minor leagues until 2007, before moving back to Ashland.

The First State Bank names new leadership

BARBOURSVILLE -- The First State Bank has announced Sam Vallandingham as the new president of The First State Bank and Andrew Vallandingham as the new president of First Bankshares Inc.

Philip Vallandingham, who had been the executive leader of both the bank and its holding company since 1975 and 1982 respectively, will continue to serve as chairman of the bank and bank holding company's Board of Directors.

In his new role as president of The First State Bank, Sam Vallandingham will be responsible for overseeing the bank's operations, planning, policies and practices as well as a variety of other strategic objectives.

Sam Vallandingham graduated from Florida State University with a Bachelor of Science degree in both finance and international finance. He then went on to earn a Master of Banking degree from the Graduate School of Banking at Louisiana State University.

Sam Vallandingham joined The First State Bank in May 1993 as a retail mortgage lender and was then promoted to wholesale mortgage production manager, retail mortgage production manager, mortgage servicing manager, and, in 1998, was elected by the board to the position of vice president. In 2005, he became the chief information officer and was promoted again in 2012 to the position of senior vice president. He currently sits on the The First State Bank and First Bankshares, Inc. Board of Directors.

Outside the bank, Sam Vallandingham actively serves the Independent Community Bankers of America as a member of its Board of Directors, Delegate Board, Bancard Board and several committees. Sam Vallandingham is also a member of the Federal Home Loan Mortgage Corporation Community Lending Advisory Board and the Richmond Federal Payments Advisory Council. Closer to home, he has served on several Tri-State area charity boards.

Andrew Vallandingham, in his new role as president of First Bankshares Inc., will have responsibility for the fiscal oversight and management of the assets and liabilities of the bank holding company of which The First State Bank is part.

Andrew Vallandingham graduated from Florida State University with a Bachelor of Science degree in economics. He then went on to earn a Master of Banking degree from the Graduate School of Banking at Louisiana State University.

Andrew Vallandingham joined The First State Bank in July 1996 following a career that included positions as both an independent trader and a member of First Chicago's bond futures trading desk at the Chicago Board of Trade. He also had experience working at Bourse de Montreal.

During his tenure at The First State Bank, Andrew Vallandingham most recently served as vice president of asset and liability management. He has also held a position on the Board of Directors for The First State Bank and First Bankshares, Inc. for several years. He is an active member of the Independent Community Bankers of America, having served on its Board of Directors and as a member of the Bank Education Committee. He has also served on several charity boards in the area, most recently working with The Healing Place.

Smith named director of Environmental Health and Safety at MU

HUNTINGTON -- Tracy Smith, a health and safety specialist at Marshall University for the past six years, has been named director of Environmental Health and Safety at MU.

Smith has worked on Marshall's Huntington campus since 2007. He spent the previous 13 years at the medical school as a safety officer.

He has a B.A. in management and accounting and an M.S. in safety and health from Marshall. He began his career as extra help at the medical school and later interned there as part of his master's degree requirements.

Smith, who lives in Barboursville, and his family are fans of Marshall football and basketball. His mother, Judy Olson, is a longtime employee in the Center for Business and Economic Research at Marshall, and his stepfather, Dr. Lee Olson, has taught in Adult and Technical Education at MU since 1971.

Beirne presents at APA convention

HUNTINGTON -- Jimmie Beirne, Ph.D., employed by Autism Services Center, recently returned from Honolulu, Hawaii, where he was a presenter at the annual convention of the American Psychological Association. Beirne presented findings from his dissertation study involving staff turnover.

He earned his Ph.D. in Organizational Psychology from Walden University and his master's and bachelor's degrees in psychology from Marshall University and is also a Board Certified Behavior Analyst (BCBA-D).

Beirne is employed by Autism Services Center as chief operations officer and oversees client services in both the residential and community departments.
