CHARLESTON -- The West Virginia Economic Development Authority plans to borrow $3 million from another state agency to acquire a manufacturing plant in Raleigh County.
Members of the authority's board had agreed in February to buy Klockner Pentaplast of American Inc.'s plant for $5.7 million. The authority plans to lease the polyester extrusion plant back to the company for 15 years.
Board members voted Thursday to obtain a $3 million loan from the West Virginia Infrastructure and Jobs Development Council to help pay for the plant.

Early Toyota executive to speak at Chamber dinner
HUNTINGTON -- Limited space is still available for the Huntington Regional Chamber of Commerce's 117th annual Dinner on Thursday, April 3, at Pullman Plaza Hotel.
It will be presented by Toyota Motor Manufacturing, and the keynote speaker will be Dennis Cuneo, the former senior vice president of Toyota Motor North America.
He currently serves as counsel to the Washington law firm of Arent Fox, where he provides strategic counsel and advice to corporations, trade associations and organizations. He was also recently elected to AK Steel's Board of Directors.
Cuneo was one of Toyota's earliest American executives and played a key role in the launch of Toyota's manufacturing operations in the United States. For most of the past decade, he led the site selection for Toyota's new plants and expansions in North America, including over 20 projects representing a cumulative investment of more than $9 billion, according to a release from the Chamber.
He was involved in the start-up and expansions of Toyota's engine and transmission plant in Buffalo, as well as the new Hino assembly plant in Williamstown, W.Va.

Ohio jobless rate down slightly in February
COLUMBUS, Ohio -- The state says Ohio's unemployment rate was 5.3 percent in February, down from 5.5 percent in January.
The figures released Friday show that the number of unemployed workers last month was 316,000, down from 329,000 in January. The number of unemployed people has decreased by 10,000 in the past 12 months.
The rate this February was down from a 5.5 percent rate a year earlier.
The state's 5.3 percent unemployment figure tops the national rate of 4.8 percent.
The Ohio Department of Jobs and Family Services says the slight decline in the unemployment rate must be tempered by the fact that total employment decreased in both goods-producing and service-providing industries.
