Cabell precinct returns in

November 21, 2008 @ 11:25 PM

HUNTINGTON -- Landslide victories in precincts such as Woodlands Retirement Community, Meadows Elementary and Beverly Hills Middle schools helped propel Republican Cabell County Sheriff Kim Wolfe to a convincing win over Democratic incumbent David Felinton in the race for Huntington mayor earlier this month.

Also, Republican candidates for president and Cabell County Commission saw most of the support come from rural precincts, while a majority of the precincts in the city of Huntington leaned toward Democrats in those races.

The Cabell County Clerk's Office released precinct-by-precinct results Wednesday, more than two weeks after the general election. The office has traditionally released precinct-by-precinct results the day after the election, but withheld them this time until after the Cabell County Commission certified the election. That was completed Wednesday.

Even though state law requires that precinct-by-precinct results be made public immediately upon completion of the unofficial vote count on election night, the Secretary of State's Office has advised county clerks to ignore the law in an effort to protect the privacy of a provisional voter's ballot.

Wolfe, who takes office Jan. 1, defeated Felinton by a 2,399-vote margin (9,373-6,974), according to official returns in Cabell and Wayne counties. Independent candidates Tom McCallister and Robin Howell, received about 900 votes combined.

Wolfe won 29 of the city's 40 precincts. Felinton captured all of the precincts in Fairfield West, a traditional stronghold for the two-term mayor, as well as all three precincts in the downtown and two of three precincts in Highlawn.

In most of the precincts that Felinton won, he defeated Wolfe soundly. For example, he beat Wolfe 386-77 at the Marie Redd Senior Life Enrichment Center in Fairfield West.

But Wolfe offset those precinct losses with dominating victories of his own. He defeated Felinton by 753 votes in the three precincts at Meadows Elementary School and received 781 more votes than Felinton in the five precincts located in the Beverly Hills section of the city. Wolfe also defeated Felinton by 251 votes the Woodlands Retirement Community precinct.

Sen. John McCain defeated President-elect Obama by 2,379 (25,930-23,551) votes in Cabell County, but Obama defeated McCain by 1,122 votes in Huntington city limits. Obama captured 21 of the 36 precincts in the city.

McCain, however, won all of the 36 precincts outside of Huntington. He defeated Obama by 4,623 votes in those precincts.

There was a similar scenario in the Cabell County Commissioner's race. Republican incumbent Nancy Cartmill lost 26 of the 36 Huntington precincts to Democrat Susan Hubbard, but won all of the 36 precincts outside Huntington's boundaries.

Cartmill defeated Hubbard by 2,163 votes (17,392-15,229) on her way to a second term as county commissioner.
