NAME: Rhonda Smalley

CANDIDATE FOR: Cabell County Board of Education (3 open seats, nonpartisan race)

DUTIES OF THE OFFICE: Board of Education members implement policies; set the annual budget; approve hiring, suspension and firing of all employees; and deal with major disciplinary matters with students. Members serve staggered, four-year terms. Board members are paid $160 per meeting for up to 50 meetings.

BIOGRAPHY: AGE: 64

EDUCATION: Bachelor of Arts in Music Education -- Marshall University; Master of Arts in Music Education -- Marshall University; Post Graduate Studies -- supervision, curriculum, education, and leadership.

CURRENT OFFICE OR OCCUPATION: 2011-14: Clinical Supervisor in College of Education at Marshall University working with student teachers.

OTHER WORK HISTORY: 1994-2011: Cabell Midland H.S. Band Director; 1993-94: Barboursville H.S. Band Director; 1986-93: Beverly Hills M.S. Band Director; 1971-86: West Jr. H.S. Band Director.

CIVIC ORGANIZATIIONS: Huntington Area AARP, Cabell County Association of Retired School Employees, Democratic Women's Club of Cabell County, WV Secondary School Activities Commission State Band Committee for 10 years, WV Bandmasters Executive Board for 10 years.

FAMILY: Husband, Coach Jerry Smalley; sons, Jason Smalley (RaShawna) of Huntington, Jerod Smalley of Columbus, Ohio; grandchildren, Brady and Tyler Smalley of Columbus, Chloe Smalley, first-grader at Davis Creek Elementary.

QUESTION & ANSWER: Do you think enough is done for academically talented students?

"It would be impossible to say that we have done enough for every group of learners within our schools. All students deserve our continued best efforts to provide a challenging curriculum based on their individual needs, special talents, and goals.

Programs in the arts, career and technology education, and special education must be supported to provide opportunities for all students."

ABOUT THE BOARD OF EDUCATION RACE: There are five districts in Cabell County, and no more than two people from the same district can be on the board of education at the same time. There are three open seats in the 2014 election. Incumbent board member Mary Neely, district 2, is seeking re-election. Challengers include Karen Nance, district 1; Samuel R. Moore, district 3; Nazim M. Abbess II, district 4; Scott Caserta, district 4; and Rhonda E. Smalley, district 4. The top votegetters win in a school board election, as long as no more than two are in the same district.

In this election, only district 4 runs that risk. Because there is already one district 4 sitting member (Garland "Skip" Parsons) is a sitting member, only Abbess, Caserta or Smalley could win the second district 4 seat.
