Cabell County Grand Jury indictments: M-R

The recent Cabell County Grand Jury has returned the following indictments. The charges were unsealed Monday afternoon. An indictment is merely a formal accusation of guilt, and accused defendants are presumed innocent unless proven guilty.

 Dennis Ray Mills (1001 11th Ave., Apt. 1, Huntington): murder

 Alisha Nicole Misner (1829 1/2 9th Ave., Huntington): attempted escape from custody of an officer, assault during the commission of a felony and assault during the commission of a felony

 Carl L. Moore (5936 Mayhood Drive Apt. 5, Huntington): grand larceny

 Andrea Lynn Napier (721 6th Ave., Huntington): third offense shoplifting

 Brenda Noe (1042 Smith St., Milton): conspiracy

 Craig Odell Owens (Route 1, Box 88, Milton): attempting to operate a clandestine drug laboratory, possession of a controlled substance with intent to deliver, driving on a suspended or revoked license for miscellaneous and conspiracy

 Jennifer Lynn Payne (1501 Poplar St., Kenova, W.Va. ): first degree robbery, burglary, assault during the commission of a felony, malicious wounding, conspiracy, child neglect resulting in injury and possession of a controlled substance

 Harold R. Porter (1106 Center St., Huntington): two counts of malicious wounding and wanton endangerment

 Charles Allen Runyon (2316 9th Ave., Huntington): murder, attempted first degree murder and conspiracy
