Boyd County superintendent wins annual state award

Howard Osborne named 2009 Outstanding Superintendent

ASHLAND -- Boyd County Superintendent Howard Osborne has been named the recipient of the 2009 Outstanding Superintendent Award by the Kentucky Educational Development Corporation.

Under Osborne's leadership, Boyd County Public Schools' student achievement has dramatically increased. The reading proficiency rate has increased from 55 percent to 76 percent, and the mathematics proficiency rate has increased from 38 percent to 57 percent in the past four years. All testing indicators are up for the 2008-2009 school year.

The district also met No Child Left Behind goals for the first time.

The district has expanded its instructional capacity with new personnel and new programs. The Response to Interventions and Professional Learning Community initiatives are paving the way to a bright and successful future. Boyd County Public Schools has earned SACS-CASI district accreditation, the middle school was named a Kentucky Schools to Watch and several schools have earned Carbo Model School recognition.

He also helps organize the annual "March of the Lions' Pride" which puts more than 1,200 students on the football field to recognized their academic achievement.

Osborne also received 2002 Milken Foundation Educator Award and was named one of Kentucky's Distinguished Principals in 2004. He was one of three Superintendents to receive the 2009 KEDC Outstanding Superintendent award. The other recipients are Kelley Crain, Fleming County Schools and Darryl Wilder, Middlesboro Independent Schools.

He was elementary school principal from 1994 through 2005 before becoming the superintendent.
