Herald-Dispatch photo archive – In 1949, Jim Otsuka, a Japanese American Quaker, was fined $100 for refusing to pay his federal income tax due to the military spending of the federal government. He was imprisoned for five months at the Federal Reformatory at Summit, Ky. (near Ashland). This photo is of supporters holding signs outside the jail. He also refused to serve in the military and was sent to federal prison during World War II. Otsuka died in 1984.
