Former Sen. Jennings Randolph, shown in this Nov. 1966 file photo, died Friday in St. Louis. Randolph, a West Virginia Democrat and a New Dealer who authored the constitutional amendment that gave 18-year-olds the right to vote, served four full terms in the Senate from 1958 to 1985 and seven terms in the House of Representatives from 1933 to 1947.
