W.Va. special session ends

CHARLESTON -- West Virginia's Legislature has ended its special session, with tweaks to the gas tax and state energy policy among the final bills to pass.

Party-line debates and votes marked Friday's approval of both those measures in the House.

The minority Republicans accused Gov. Joe Manchin of raising taxes with his proposed limits to fuel tax changes.

They also question his quest to increase alternative and renewable energy sources in coal-rich West Virginia.

Lawmakers approved all but one of Manchin's 11 proposals during the four-day session. The failed item had offered temporary relief to public employers struggling with retiree-related costs.

The Legislature also endorsed resolutions honoring U.S. Sen. Robert C. Byrd and defending the coal industry.
