Police: Man accused of starting fires near mall

The following information was provided by reports filed with the Cabell County Sheriff's Office:

ARSON: Walter Carter, 50, who said he was homeless, was charged with two felony counts of arson, third degree, and one felony count of arson causing bodily harm Saturday.

Deputies were dispatched to a fire in a trash bin at Cracker Barrel near the Huntington Mall in Barboursville at about 2 a.m. Saturday. Firefighters told deputies they originally were dispatched to a fire in a trash bin behind Sonic restaurant, and they found the fire at the Cracker Barrel after they had extinguished the original fire.

Firefighters found a man lying next to the burning trash bin at Cracker Barrel, and he refused to move for firefighters. One of the firefighters pulled the man to safety, burning himself in the process. The man refused to comply with deputies, and he was taken into custody based on an active capias out of Cabell County.

BURGLARY, BREAKING AND ENTERING: A 35-year-old woman reported while out of town between Friday and Sunday, someone forced entry into her home in the 2000 block of Gordon Street in Culloden and took $3,561 in jewelry and $1,550 in firearms.

The following information was provided by reports filed with the Huntington Police Department:

LARCENY: An employee at the U-Haul store in the 1500 block of 9th Avenue reported someone stripped the copper from the business' air conditioning unit, causing $2,500 in damage, sometime overnight Monday.

BATTERY, LARCENY: A 29-year-old woman reported she became involved in an altercation with a man Tuesday afternoon in the 800 block of 7th Street. The woman said the man had taken her cellphone, worth $50, and she attempted to enter his vehicle to retrieve it. She said the man would not let her out of the vehicle, which he was driving, and she jumped out of it while it was moving. The woman sustained several cuts and abrasions on her body in addition to a knot on her forehead. Police have a suspect.

The following information was provided by booking records at the Western Regional Jail in Barboursville:

Christopher Paul Blackburn, 45, was incarcerated at 5:43 p.m. Wednesday. Authorities in Putnam County charged him with felony grand larceny. Bond was $5,000.

Russell Allen Forth, 44, was incarcerated at 4:20 p.m. Wednesday. Authorities in Cabell County charged him with felony grand larceny and felony breaking and entering. Bond was $10,000.

Jimmy Ellsworth Reams, 37, was incarcerated at 1 p.m. Wednesday. Authorities in Cabell County charged him with felony possession of a controlled substance with intent to deliver and misdemeanor charges of driving without a license and no proof of insurance. Bond was $27,500.

Jaron Michael Mason, 25, was incarcerated at 12:25 p.m. Wednesday. Authorities in Cabell County arrested him on a bond revocation.

Ralph Andrew Holbrook, 21, was incarcerated at 11:40 a.m. Wednesday. Authorities in Cabell County charged him with felony conspiracy and felony accessory after the fact. Bond was denied.
