Ohio prisons chief: no “cut down” in execution
COLUMBUS, Ohio (AP) — The Ohio prisons chief says there are no plans to allow doctors to cut open an inmate’s arm to find a usable vein as part of the state’s new injection system.
Terry Collins, director of the Ohio Department of Rehabilitation and Correction, said in a court filing Friday that such a process would only come after thorough discussion.
Collins says it is not included in the state’s current execution protocols, which were updated and released last month.
Collins’ statement is part of a state motion opposing a condemned inmate’s emergency request to delay Tuesday’s execution.
The state says 51-year-old Kenneth Biros hasn’t provided any evidence why the new one-drug method would cause him severe pain and suffering.
