Local man charged with sexual assault
HUNTINGTON — A Huntington man was arrested Wednesday on charges that he sexually assaulted a victim who suffers from mild retardation.
Russell A. Black, 46, was charged with felony second-degree sexual assault. He was arraigned and then incarcerated at the Western Regional Jail on a $100,000 bond, according to documents filed in Cabell County Magistrate Court.
The criminal complaint was among those filings. It charges Black with sexually assaulting the woman Jan. 17 at his residence in the 1800 block of Underwood Avenue. He forced intercourse against her will and struck her on the shoulders and hips with his fist.
The complaint further states Black used a table leg in threats to kill her niece and sister.
The victim had been declared mildly retarded by local doctors and was unable to form consent for any sexual activity, according to the complaint.
The case was investigated by the Huntington Police Department. Its detective secured an arrest warrant for Black on Wednesday and executed it a short time later.
