Couple charged with child neglect
HUNTINGTON -- A Cabell County couple was arrested Friday nearly two years after West Virginia State Police investigators said they lied to doctors about the pregnancy of and subsequent abortion for their 12-year-old daughter.
Michael Joe Adkins and Amanda Rea Adkins, both 30, each were charged with one felony count of child neglect creating risk of injury after a series of events occurring in late 2010 and early 2011, said Cpl. M. Moore.
The girl, who is Michael Adkins' biological daughter and Amanda Adkins' stepdaughter, became pregnant in November 2010, when she was 11 years old. She turned 12 in December, according to Moore.
It was late February when Child Protective Services learned of the girl's pregnancy, and she was removed from the Adkins' home, said Moore.
On March 1, 2011, Moore said Amanda Adkins took the girl to Charleston, where doctors performed an abortion. Moore said she was made aware of the investigation into the pregnancy on March 4, 2011, and she and other authorities involved in the investigation believed the girl was still pregnant.
On March 16, 2011, Amanda Adkins took the girl to her regular doctor, saying she was experiencing symptoms of a miscarriage, said Moore. The doctor's exam did confirm the girl was no longer pregnant.
During that doctor's visit, Moore said Adkins neglected to tell the doctor about the abortion, and the doctor performed a procedure called a dilation and curettage, commonly referred to as a D&C.
It is a procedure in which the cervix is dilated and a special instrument is used to scrape the uterine lining. It is a common procedure for women who have experienced a miscarriage or during an abortion to remove small pieces of placenta after childbirth.
Moore said although Amanda Adkins took the girl for the procedures, Michael Adkins was aware of the procedures.
Both Michael and Amanda Adkins lied to doctors, CPS workers, police and other authorities about the abortion, claiming it was a miscarriage for almost eight months, Moore said.
She said it wasn't until a "very reliable" source came forward in November 2011 that she learned about the abortion and was able to confirm the Adkinses had been lying to authorities.
"That is where the child neglect comes in," Moore said. "They neglected to take care of her medical needs by withholding information about her health from a doctor, which allowed for her to be put under anesthesia for a procedure to be done that absolutely was not necessary."
Moore could not comment on the paternity of the pregnancy, and she could not provide information regarding the Adkinses' motive for lying about the procedures.
She said both of those points still were under investigation, and additional charges could be filed in the case.
The couple was incarcerated at the Western Regional Jail on Friday night.
