A vehicle makes its way toward the Holland Tunnel in Jersey City, N.J., as the street is nearly deserted, Monday, Oct. 29, 2012. New York Gov. Andrew Cuomo ordered the tunnel to be shut down as of 2 p.m. Monday as Hurricane Sandy nears the New York/New Jersey region. Hurricane Sandy continued on its path Monday, as the storm forced the shutdown of mass transit, schools and financial markets, sending coastal residents fleeing, and threatening a dangerous mix of high winds and soaking rain.
