RAYMOND R. BECKETT, 83, of Huntington, W.Va., husband of Juanita Tomblin Beckett, died Tuesday. He retired from Appalachian Power. CHARLES P. BROWN JR., 86, of Hurricane, W.Va., widow of Norma Ellen Brown, died Tuesday at home. He retired from Union Carbide. CHARLES BURNS, 79, of Stollings, W.Va., husband of Lucile June Starcher Burns, died Tuesday in Lincoln Care Center, Hamlin, W.Va. He worked in coal preparation construction with H.N.
