Putnam County Commission approves bonds for development
WINFIELD, W.Va. -- The Putnam County Commission completed the last official action to approve the issuance of tax increment financing (TIF) bonds needed for the Devonshire residential development to move forward.
Located off of Hedrick Road in Scott Depot, the roughly $3 million project being built by Cathcart Construction, LLC, is expected to have apartments for rent and townhomes for sale as early as November.
At just over 100 acres, current building plans show 168 one-, two- and three-bedroom apartments, 174 two- and three-bedroom townhouses, 70 one-, two- and three-bedroom condominiums and 59 single-family homes.
The property will include a grand club house with a resort-style pool, fitness center, club room, movie theater, massage and tanning area, business center, conference room and billiards parlor.
In other news, the commission reports that just under $24,000 has been spent thus far toward the planning and architectural design of the proposed Putnam County Animal Relief Center. Also, $20,000 in designated state economic development funds were approved for transfer to be applied toward the center.
