Police blotter: Woman reports passer-by shot, killed her dog

Reports from the Western Regional Jail and Cabell County court records provided the following information:

Bobby Hagley, 53, of Ona was charged with felony cruelty to animals and misdemeanor brandishing a deadly weapon on Wednesday.

Charges stem from an incident on Dec. 27 in which a resident on the 4300 block of Rush Hollow Road in Ona reported her dog was shot and killed by a passer-by. The dog's owner said she let her dog loose and the dog ran outside of the house and near the end of her driveway when she heard a gunshot.

When she went to see where the gunshot came from, the woman reported seeing a man in a car with two firearms in the front of his vehicle, one on the seat and another between the seats.

She reported that when she asked the man if he shot her dog, he said no and drove away.

The woman found her dog 50 yards away from her driveway with a gunshot wound to his side. According to Cabell County Magistrate Court documents, Hagley said he was carrying two firearms on the date and time of the shooting.

Hagley's bond has been set at $55,000.

Reports from the Huntington Police Department provided the following information:

A resident in the 1400 block of Marcum Terrace reported her Pontiac Sunfire was taken by her daughter without permission on Wednesday.

The woman reported that her 17-year-old daughter doesn't have a license and may be traveling to the Detroit area.

BURGLARY: A resident in the 2500 block of 3rd Avenue reported his apartment was broken into and several items were stolen. Stolen items totaled $2,000.

Reports from the Western Regional Jail provided the following information:

Shane Douglas Cihon, 22, was incarcerated at 9 a.m. Thursday. Authorities in Cabell County charged him with a felony burglary and being fugitive from justice. Bond was set on the burglary charge at $50,000.

Lawrence Elton Works, 21, was incarcerated at 5:45 a.m. Thursday. Authorities in Cabell County charged him with a felony bench warrant and misdemeanor obstruction. Bond was denied pending arraignment.

Amanda Dawn Whitt, 29, was incarcerated at 2:35 a.m. Thursday. Authorities in Cabell County charged her with felony grand larceny, along with misdemeanor destruction of property, driving on a suspended/revoked license and obstruction. Bond was $33,000.

Anthony Duane Presley, 19, was incarcerated at 8:10 p.m. Wednesday. Authorities in Cabell County charged him with felony burglary. Bond was $30,000.

Eric Keith Dye, 26, was incarcerated at 6:15 p.m. Wednesday. Authorities in Mason County charged him with felony breaking and entering. Bond was $5,000.

Michael Dale Sias, 43, was incarcerated at 5:25 p.m. Wednesday. Authorities in Lincoln County charged him with being a fugitive from justice. Bond was $1,000.
