Putnam County indictments

The recent Putnam County grand jury has returned the following indictments. The charges were unsealed Friday afternoon. An indictment is merely a formal accusation of guilt, and accused defendants are presumed innocent unless proven guilty.

  • Randal B. Adkins, 26, of 5285 Kelly Road, Cross Lanes, W.Va., is charged with possession with intent to deliver a controlled substance.
  • Edward D. Beckett, Jr., 47, of 6111 Route 34, Culloden, W.Va., is charged with two counts of sexual abuse by a parent, guardian, custodian, or other person in a position of trust and sexual assault in the second degree.
  • Brandon R. Bibbee, 22, of 5220 Brackenrich Road, Cross Lanes, W.Va., is charged with sexual assault in the third degree.
  • Joseph B. Boggess, II, 34, of Route 7, Box 133A, South Charleston, W.Va., is charged with driving on a revoked license-DUI related, and driving a motor vehicle without the required security.
  • Emmalee T. Carroll, 26, of 2659 2nd St., Hurricane, W.Va., is charged with child abuse resulting in bodily injury, obstructing an officer and domestic battery.
  • Larry D. Crews, 47, of 521 Glover Street, Charleston, is charged with delivery of a controlled substance and conspiracy to deliver a controlled substance.
  • Vernon B. Dalton, 39, of 404 Locust St., Henderson, W.Va., is charged with identity theft, three counts of obtaining property by false pretense and fraudulent schemes.
  • Jacqueline M. Dennis, 28, of 2006 Ridgelawn Road, Kenova, is charged with two counts of robbery in the first degree, and two counts of conspiracy to commit robbery in the second degree.
  • Kimberly D. Devore, 41, of 24 Riverside Glen, Winfield, W.Va., is charged with an attempt to operate a clandestine drug laboratory and attempt to manufacture a controlled substance.
  • Thomas B. Duncan, 40, of Route 2, Box 318, Red House, W.Va., is charged with grand larceny and conspiracy to commit grand larceny.
  • Galen E. Flowers, 27, of 3919 Teays Valley Road, Hurricane, W.Va., is charged with two counts of delivery of a controlled substance, and possession with intent to deliver a controlled substance.
  • Duane J. Garrett, 35, of Route 1, Box 210, Poca, W.Va., is charged with possession of a stolen vehicle and grand larceny.
  • Denzill R. Grant, 35, of 201 Sugar Camp Road, Winfield, W.Va., is charged with attempt to operate a clandestine drug laboratory, attempt to manufacture a controlled substance and conspiracy to manufacture a controlled substance.
  • Daniel A. Hicks, 35, of 415 Central Ave., South Charleston, W.Va., is charged with possession with intent to deliver a controlled substance.
  • Tammy L. Jeffers, 37, of 7332 Charleston Road, Leon, W.Va., is charged with two counts of delivery of a controlled substance.
  • George K. Keeney, 49, of Route 4, Box 154, Hurricane, W.Va., is charged with attempt to operate a clandestine drug laboratory, attempt to manufacture a controlled substance and conspiracy to manufacture a controlled substance.
  • Milton D. Keeney, 56, of 861 Independence Hill, Morgantown, W.Va., is charged with delivery of a controlled substance and conspiracy to deliver a controlled substance.
  • Dustin J. Kidd, 25, of 14651 Jerry's Run Road, Apple Grove, W.Va., is charged with daytime burglary.
  • Joe A. Klein, 24, of 100 Martin Drive, Barboursville, is charged with three counts of delivery of a controlled substance, possession with intent to deliver a controlled substance and fleeing in a vehicle from a law enforcement officer.
  • Timothy A. Krouse, 58, of 6 Deerfield Road, Middleburg, Pa., is charged with sexual abuse in the first degree and sexual assault in the first degree.
  • Mark S. Lively, Jr., 19, of 523 Austin Drive, St. Albans, W.Va., is charged with daytime burglary and conspiracy to commit daytime burglary.
  • Kassie F. McDerment, 21, of 203 Joseph Road, St. Albans, W.Va., is charged with conspiracy to deliver a controlled substance.
  • Daniel P. Newsome, 28, of 751 Sugar Camp Road, Winfield, W.Va., is charged with attempt to operate a clandestine drug laboratory, attempt to manufacture a controlled substance and conspiracy to manufacture a controlled substance.
  • Ray E. Parsons, 41, of 5150 Panther Lick Road, Culloden, is charged with two counts of sexual abuse by a parent, guardian or custodian and two counts of incest.
  • Christoper M. Price, 19, of 339 Stewart Road, Hurricane, W.Va., is charged with daytime burglary and conspiracy to commit daytime burglary.
  • John M. Schoonover, Jr., 36, of Route 1, Box 68A, Poca, W.Va., is charged with arson in the first degree and conspiracy to commit arson in the first degree.
  • Andrew D. Sims, 29, of 505 Leon Sullivan Way, Charleston, is charged with two counts of possession with intent to deliver a controlled substance.
  • Mark G. Slone, 28, of 2901 Bowles Ridge Road, Leon, W.Va., is charged with driving under the influence of alcohol, third offense and driving a motor vehicle without an alcohol test and lock system.
  • Paul D. Smeltzer, 41, of 118 McCloud Road, Scott Depot, W.Va., is charged with sexual assault in the second degree, four counts of sexual abuse by a parent, guardian or custodian and three counts of sexual assault in the first degree.
  • Brandy L. Stevenson, 34, of 418 Jordan St., Dunbar, W.Va., is charged with delivery of a controlled substance and conspiracy to deliver a controlled substance.
  • Kevin D. Tinsley, 35, of 907 Leslie Road, Charleston, is charged with delivery of a controlled substance and conspiracy to possess a controlled substance with intent to deliver.
  • Andrea M. Washington, 29, of 330 Circle Drive, Nitro, W.Va., is charged with attempt to operate a clandestine drug laboratory, attempt to manufacture a controlled substance, possession of a substance containing ephedrine and/or pseudoephedrine with the intent to use it in the manufacture of methamphetamine and manufacturing a controlled substance.
  • Jeffrey S. Wood, 44, of 4069 40th St., Nitro, W.Va., is charged with concealing stolen property, possession of a controlled substance, destruction of property, transferring stolen property, two counts of arson in the first degree, nighttime burglary, two counts of arson in the third degree, grand larceny and conspiracy to commit grand larceny.
  • David A. Young, 42, of 116 Countryside Estates, Scott Depot, W.Va., is charged with malicious assault and wanton endangerment.
