Highlights of the State of the State address
Highlights of Gov. Joe Manchin's State of the State address and agenda for the West Virginia Legislature's 2008, 60-day regular session:
EDUCATION:
- Proposing that students need to maintain passing grades to obtain a driver's license.
- Proposing more prevention resource officers in schools to combat illegal drug use.
- Proposing a commission to recommend ways to prevent bullying in schools.
- Seeking $50 million in seed money toward the creation of a $100 million endowment for research centers at Marshall and West Virginia universities.
- Creating a "Bucks for Jobs" job training centers at community and technical colleges.
- Create "Come Home to West Virginia" campaign to encourage former residents to return to help the state's economy grow.
- Providing at least $26 million on renovation, restoration and improvement projects at the Capitol Complex and other government buildings. An additional $20 million would be set aside for emergency maintenance projects.
- Proposing the state provide wellness screenings to uninsured children before they enter kindergarten.
- Proposing the creation of WVRx, to distribute free prescription drugs to uninsured residents.
- Encouraging state agencies to cut energy consumption by 10 percent in 2008.
