Office manager among recent Cabell sentences
HUNTINGTON -- Probation is the punishment for the former office manager of the Salt Rock Public Service District.
Alma Adkins, 41, of the 6200 block of Division Road in Huntington is among those recently sentenced in Cabell Circuit Court. She learned her punishment Aug. 30 from Cabell Circuit Judge Alfred Ferguson. She received 12 months probation.
Adkins had pleaded guilty to misdemeanor misappropriation of funds by a fiduciary.
A September 2008 indictment initially charged Adkins with felony embezzlement. It had accused her of embezzling $27,807 from the district between June 2006 and December 2007. She was the district's office manager at the time.
Adkins, as part of her plea bargain, agreed to pay $23,000 in restitution to the district. The remaining difference was determined to be a bank error, said defense attorney Matt Vital.
Investigators initially found a loss of $95,286, although prosecutors could only tie Adkins to $27,807 at the time of indictment.
Investigators credited an observant customer of the Salt Rock PSD with unraveling the apparent theft. The customer complained about her check not being processed in a timely manner.
The following punishments also were recently entered by Ferguson and Circuit Judge Dan O'Hanlon.
TOSSIE SKAGGS JR.: The 28-year-old defendant from the 700 block of 3rd Street in Huntington was sentenced Aug. 30 by Ferguson. Skaggs received a one- to five-year prison sentence.
Skaggs had pleaded guilty to delivery of a controlled substance and attempt to commit a felony. A May 2010 indictment initially charged Skaggs with two counts of delivery of a controlled substance, possession with intent to deliver a controlled substance, attempt to commit a felony and obstructing.
DARYL LEE THOMAS: The 23-year-old defendant from the 9600 block of Woodmont in Detroit was sentenced Aug. 12 by Ferguson. Thomas received a six-month jail sentence.
Thomas had pleaded guilty to simple possession of a controlled substance and obstruction of a police officer. A May 2010 indictment initially charged Thomas with possession with intent to deliver a controlled substance and obstructing.
JERRY REONMARQUI CLARK: The defendant from the 12200 block of Mackay Street in Detroit was sentenced Aug. 6 by O'Hanlon. Clark received a $500 fine.
Clark had pleaded guilty to attempt to commit a felony. An October 2005 indictment initially charged Clark with possession of a controlled substance with intent to deliver.
ROBSHANE AIKIE ROGERS: The 33-year-old from the 300 block of 11th Street West was sentenced Aug. 5 by Ferguson. Rogers received 90 days suspension, after the judge suspended a six-month jail sentence.
Rogers had pleaded guilty to possession of a controlled substance. A February 2010 indictment initially charged Rogers with possession of a controlled substance with intent to deliver.
