Husband sought in prostitution case

HUNTINGTON -- A Tuesday evening prostitution sting led police to file an arrest warrant against the husband of suspected prostitute Amber Nicole Billups of Huntington. She was one of three women arrested.

The 23-year-old woman told police her husband, Kevin Glen Billups, was her pimp. She said he used threats of violence to force her to prostitute, according to an incident report filed at the Huntington Police Department. He would then take her money to support his drug habit, the report said.

An active arrest warrant remained on file at midday Wednesday for Kevin Billups. It charged him with misdemeanor receiving support from prostitution. The warrant was filed in Cabell County Magistrate Court.

Amber Billups was charged with misdemeanor soliciting prostitution. The arrest came after a woman offered various sexual favors to an undercover officer in exchange for $20 to $40.

Police reports identified the other women charged as Susan T. Byrd, 28, of Ashland and Sally Lynn Johnson, 53, of Chesapeake, Ohio.

Tuesday's incident represents Johnson's third prostitution arrest since August 2007. Each time she was charged with misdemeanor soliciting prostitution. The police report in Johnson's arrest states a woman offered the undercover officer two favors at prices between $30 to $50.

Court records state Johnson was initially arrested in August 2007, and then re-arrested in June 2008 with the earlier case still pending. Prosecutors allowed her to plead guilty to the 2007 charge, in exchange for later charge being dismissed.

The guilty plea netted her a suspended jail sentence, six months unsupervised probation and $259.53 in fines and court costs.

Byrd was charged with misdemeanor prostitution. The police report in that arrest states a woman offered the undercover officer one sexual service for $30.

The three women were arrested within 30 minutes of each other along or nearby 6th Avenue. None of the women were incarcerated.

Neither Byrd nor Amber Billups had prior prostitution arrests in Cabell County.
