Police blotter: Woman stalker offered $5,000 to man to plant drugs in her home

The following information was provided by the Cabell County Sheriff's Office:

STALKING: A 48-year-old Barboursville woman reported on Thursday that a man had been following her for the past three weeks, and he would not leave her alone. The woman said she had been contacted by another man, who said the suspect contacted him and offered to pay him $150 a day to follow her and another $5,000 to plant drugs at her residence. The incident remains under investigation.

INFORMATION REPORT: Deputies were dispatched to Cabell Huntington Hospital on Wednesday in reference to a report of child abuse. A doctor told deputies a 6-week-old female was admitted to the hospital with a right angle bruise on her back and on her left leg. The child also had a contusion to her left eye, which was swollen and red with a "blood buster" inside it.

The report stated the child's parents were initially uncooperative with medical staff in regards to medical testing until Child Protective Services was forced to intercede and police were notified. The infant was left at the hospital for observation, and the parents' older daughter was placed in the care of a relative. No one was arrested in relation to the incident at the time of the report. The incident remains under investigation.

The following information was provided by the Western Regional Jail in Barboursville:

Larry Keith Shepard, 19, was incarcerated at 1:15 p.m. Friday. Authorities in Cabell County charged him with felony robbery. Bond was $50,000.

Hosea Jones, 52, was incarcerated at 10 a.m. Friday. Authorities in Cabell County charged him with a felony capias. Bond was $57,000.

Jennifer Nicole Bias, 25, was incarcerated at 1:15 a.m. Friday. Authorities in Cabell County charged her with two counts felony possession of a controlled substance with intent to deliver. Bond was denied pending arraignment.

Chance Elliott Adkins, 25, was incarcerated at 1:15 a.m. Friday. Authorities in Cabell County charged him with two counts felony possession of a controlled substance with intent to deliver. Bond was denied pending arraignment.

Gerald Ray Stiltner, 37, was incarcerated at 10 p.m. Thursday. Authorities in Wayne County charged him with felony forgery and uttering, three counts of each charge. Bond was denied pending arraignment.

Anthony Curtis Saunders, 38, was incarcerated at 2:50 p.m. Thursday. Authorities charged him with being a fugitive from justice. Bond was denied.

Naamon Dakota Manns, 21, was incarcerated at 1:10 p.m. Thursday. Authorities in Cabell County charged him with felony unlawful wounding, along with misdemeanor violation of a protective order, fleeing on foot and domestic battery. Bond was denied due to a sentencing order for violating a protective order.
