Tractor-trailer driver still jailed, bond reduced
WAYNE -- A tractor-trailer driver remained behind bars Wednesday morning, but a prosecutor acknowledged plans to decrease his bond.
Michael Jackson Joyce, 43, stands charged with felony negligent homicide and two misdemeanors -- failure to stop at the scene and accident causing death.
Joyce appeared Tuesday in Wayne County Magistrate Court. He waived his right to a preliminary hearing, which sends his case to the grand jury for possible indictment. Bond was reduced from $100,000 to $25,000, said Wayne County Prosecutor Tom Plymale.
Investigators said the rear of Joyce's tractor-trailer struck and killed Deris Scott as the man's wheelchair crossed 14th Street in Kenova. The tractor-trailer was turning onto the street from U.S. 60.
Investigators credited a passerby with stopping Joyce's tractor-trailer just north of the Interstate 64 interchange. Investigators said the driver did not see the wheelchair or realize the accident had occurred.
