Culloden couple arrested on child neglect charges
HURRICANE -- A Culloden couple has been arrested on felony charges of child neglect as part of an investigation involving a teenage girl who became pregnant by a 28-year-old man.
Investigators allege Geneva Kay Rose, 33, and Wendell Edward Rose Jr., 41, were aware that the teenager was sleeping with a man at their home, according to court documents.
The Roses have each been charged with felony child neglect resulting in serious bodily injury. Justin Vance, 28, has been charged with first-degree sexual assault. Bonds were set at $250,000 for all three defendants.
Investigators for the Putnam County Sheriff's Office said the man and the teenager met in the Special Olympics. A Special Olympics representative notified the Roses about the relationship, but shortly after that Vance was allowed to move into the Roses' home, according to criminal complaints.
Investigators, who were tipped off to the relationship in September 2013, learned last month that the teenage girl was pregnant.
