Boyd County grand jury indictments

CATLETTSBURG, Ky. -- Ten people were indicted Monday by a Boyd County grand jury, according to the office of Commonwealth's Attorney David Justice.

Harold W. Woods, 48, of Ashland, was indicted on a charge of obscuring the identity of a machine or other property and being a persistent felony offender.

Gregory C. Maddix, 36, of Ashland, was indicted on two counts of trafficking in a controlled substance and being a persistent felony offender.

Randy Smith, 31, of Ashland, was indicted on charges of theft and being a persistent felony offender.

Jie K. Highley, 35, of Ashland, was indicted on charges of promoting contraband and being a persist felony offender.

Roy V. Kirk, 36, of Greenup, Ky., was indicted on a charge of receiving stolen property.

Katherine Frazier, 49, of Ashland, was indicted on a charge of welfare fraud.

Nina Barnett, 28, of Ashland, was indicted on a charge of welfare fraud.

Cassie Menshouse, 24, of Ashland, was indicted on a charge of welfare fraud.

Tamara Tolbert Cannoy, 32, of Ashland, was indicted on a charge of welfare fraud.

Gregory A. Music, 49, of Ashland, was indicted on a charge of theft.

An indictment is a formal charge made against a person by a grand jury. It does not establish guilt or innocence.
