Man charged in fatal fireworks blaze dies

ATHENS, Ohio - Todd M. Hall, the man found incompetent to stand trial in connection with the 1996 Scottown fireworks fire that killed nine people, died March 8, according to the Lawrence County Prosecutor's Office.
