Municipal Home Rule Board
The Municipal Home Rule Board is charged with selecting up to five cities to participate in a five-year pilot program. It consists of six members: The governor or a designee; the West Virginia Development Office director or a designee; the chairmen of the Senate and House government organization committees; and representatives of the state Business and Industry Council, AFL-CIO and certified planners. The governor appoints representatives for the Business and Industry Council, AFL-CIO and certified planners.
The members are:
- Nick Sparachane, Wheeling mayor (governor's designee)
- Jon Amores, deputy secretary of commerce and former Kanawha County delegate (Development Office director's designee)
- Delegate Jim Morgan, D-Cabell
- Sen. Ed Bowman, D-Hancock
- Floyd McKinley Sayre, Martinsburg (Business and Industry Council representative)
- Brian Jones, Professional Firefighters of West Virginia, Morgantown (AFL-CIO representative)
- Chris Fletcher, planning director for city of Morgantown (Certified Planners representative)
