KYOVA INTERSTATE PLANNING COMMISSION AMENDMENT #9 TO THE FY 2018-2021 TRANSPORTATION IMPROVEMENT PROGRAM & 2040 METROPOLITAN TRANSPORTATION PLAN (MTP) The Public is hereby made aware that the KYOVA Fiscal Years (FY) 2018-2021 Transportation Improvement Program (TIP) and 2040 Metropolitan Transportation Plan (MTP) for the KYOVA Interstate Planning Commission Planning Area are being amended in accordance with Fixing America's Surface Transportation (FAST) Act enacted on December 4, 2015 continuing through fiscal year 2020, in cooperation with the West Virginia Department of Transportation - Division of Highways (WVDOH), Kentucky Transportation Cabinet (KYTC), Ohio Department of Transportation (ODOT), Federal Highway Administration (FHWA), Federal Transit Administration (FTA), Tri-State Transit Authority (TTA), Ashland Bus System (ABS), and Lawrence County Port Authority (LCPA). The 2040 MTP and 2018-2021 TIP are for the KYOVA Interstate Planning Commission's Planning Area which includes: Cabell and Wayne counties in West Virginia; Boyd and Greenup counties in Kentucky; and the urbanized area of Lawrence County in Ohio. KYOVA supports the 3 state DOT's Performance Measure (PM) targets for PM 1: Safety; PM 2: Bridge and Pavement; and PM 3: System Performance in order to track each transportation project toward meeting the baseline goals for each measure in each of the key national performance areas. More specifically, the 2040 MTP is a financially constrained plan, meaning it identifies projects and programs that can reasonably be implemented within the years of the plan. The 2018-2021 TIP includes priority projects and programs for which implementation is anticipated in the next four fiscal years (FY 2018, FY 2019, FY 2020 and FY 2021). The KYOVA 2018-2021 TIP describes all highways projects, maintenance and new capacity; transit projects (both capital and operating); and bicycle and other transportation projects for which federal funding is anticipated and provides a financial plan for implementation. The TIP also includes estimates of available FTA funds for vans to serve the elderly and handicapped. Furthermore, the FY 2018-2021 TIP satisfies the Program of Projects (POP) requirements of the FTA. Public review will begin April 4, 2019 and conclude at the close of business on April 19, 2019, which satisfies the required 15-day public review period. Persons wishing to review the proposed amendments for the 2040 MTP and FY 2018-2021 TIP may view the copies by visiting the KYOVA website at www.kyovaipc.org or request copies by contacting the KYOVA Interstate Planning Commission office before the end of the business day at 4:30 p.m. on Friday April 19, 2019. Only written comments will be accepted. All comments must be received no later than 4:30 p.m., Friday April 19, 2019.
