LOUISA, Ky. — A Louisa, Kentucky, man was arrested on child porn charges Thursday following an investigation by multiple police agencies.

Phillip Adam Webb, 34, was charged with two counts of distribution of matter portraying a sexual performance by a minor under the age of 12, first offense; and one count of possession of handgun by convicted felon.

According to Kentucky State Trooper Shane Goodall, Webb was taken into custody after an undercover Internet Crimes Against Children investigation with Kentucky State Police Post 13 and the Ashland Police Department.

The investigation began after discovering the suspect had been uploading images involving child exploitation online.

The investigation resulted in the execution of a search warrant Thursday at a home in Louisa.

Equipment believed to have been used to facilitate the crime was seized and taken to the Ashland Police Department for examination.

Police also seized a firearm found in Webb’s bedroom, which he was not legally allowed to possess because he is a convicted felon.

He was lodged in the Big Sandy Regional Detention Center.

The Huntington Police Department reported 14 incidents in the 24-hour period ending at 10:55 p.m. Thursday. However, the individual police reports were not made available, so these are the only known details.

Petit larceny, burglary and entry of dwelling or outhouse, 3:33 p.m. Thursday, 1600 block of Glenway Lane.

Found property, 3:40 p.m. Thursday, 900 block of 11th Street.

Extortion or attempted extortion by threats, 3 p.m. Thursday, 600 block of 10th Street.

Petit larceny, 10:13 a.m. Thursday, 1700 block of Franklin Avenue.

Information report, 1:31 p.m. Sept. 11, Huntington.

Burglary and entry of a dwelling or outhouse, 4:30 p.m. Wednesday, 800 block of West 11th Street.

Destruction of property, midnight Wednesday, 800 block of 5th Avenue.

Petit larceny, 9:25 a.m. Thursday, 900 block of 9th Avenue.

Stolen auto, 8:05 a.m. Thursday, 400 block of Bridge Street.

Runaway juvenile, 6:30 a.m. Thursday, 1600 block of Doulton Avenue.

The following information was provided by booking records at Western Regional Jail:

Sammy Joe Ervin, 35, was jailed at 6:35 a.m. Friday. Authorities in Cabell County jailed him on an active warrant. Bond was not set.

Alberta Marie Adkins, 30, was jailed at 6:20 p.m. Thursday. Authorities in Cabell County charged her with burglary and petit larceny.

Gary Lee Clark, 32, was jailed at 6:20 p.m. Thursday. Authorities in Cabell County charged him with burglary and petit larceny.

Arzellius-Lillo Arterrio Elerson, 31, was jailed at 7:40 p.m. Thursday. Authorities in Cabell County charged him with fleeing with reckless indifference, fleeing on foot, driving suspended and possession of marijuana. Bond was not set.

Joseph Cody Genet, 35, was jailed at 11:45 p.m. Thursday. Authorities in Cabell County charged him with being a fugitive from justice and possession of a controlled substance.

Kevin Andrew Totten, 44, was jailed at 9:30 p.m. Thursday. Authorities in Wayne County charged him with being a fugitive from justice. Bond was not set.
